A woman starting a business in France does not need a "special status": she needs to know which schemes are genuinely reserved for women, which are open to everyone, and in what order to apply. This guide sorts the 2026 support for women founders, with verified figures and the point financing plans most often forget: maternity.
Quick answer. Support for women starting a business in France in 2026 rests on France Active's Garantie Égalité Femmes (80% of the loan, at most €50,000 guaranteed, over 84 months), Réseau Entreprendre's Wom'Energy programme (honour loan of €15,000 to €50,000) and dedicated networks, on top of general aids such as ACRE and honour loans.
What support is available to a woman starting a business in 2026?#
A woman starting a business in France in 2026 has two layers of support: schemes open to any founder (ACRE, ARCE, honour loans, bank guarantees) and a handful of schemes reserved for women, mainly guarantees, honour loans and mentoring. The general aids are covered in our overview of business creation aids in 2026: this guide focuses on what is specific to women's entrepreneurship (entrepreneuriat féminin).
The need is documented. According to INSEE, the French statistics office (Insee Première no. 2092, January 2026), 1,165,800 businesses were created in France in 2025, a record, and 44% of sole proprietorships (entreprises individuelles) were created by women, a share stable compared with 2024. Sector gaps remain sharp: men account for 97% of founders in construction, while women create 74% of sole proprietorships in human health and social work.
The Women's Entrepreneurship Barometer (Baromètre de l'entrepreneuriat des femmes, 3rd edition, published on 13 March 2026 by the Directorate General for Enterprise with Bpifrance) measures a gap in access to resources: 32% of women business owners and project holders report having received support during their journey, against 39% of men, and 32% obtained external financing, against 40% of men.
| Scheme | Body | Reserved for women? | What it provides | Key figures (2026) |
|---|---|---|---|---|
| Garantie Égalité Femmes | France Active | Yes | Guarantee on a bank loan, with no personal guarantee | 80% of the loan, at most €50,000 guaranteed, loan of at most 7 years (84 months), fee of 2.5% of the guaranteed amount |
| Wom'Energy | Réseau Entreprendre | Yes | Mentoring by a business owner and honour loan | Honour loan of €15,000 to €50,000 (programme launched in 2017) |

| Initiative France and Réseau Entreprendre honour loans | Non-profit networks | No | Interest-free quasi-equity, bank leverage | See our dedicated guide |
| ACRE, ARCE | Urssaf, France Travail | No | Reduced social contributions, capital drawn from unemployment benefits | See our guide to general aids |

What is the Garantie Égalité Femmes?#
The Garantie Égalité Femmes (women's equality guarantee) is a national bank guarantee run by France Active that covers up to 80% of a bank loan granted to a woman creating or taking over a business, up to €50,000 of guaranteed amount, with no personal guarantee. According to Bpifrance Création, it targets women registered as jobseekers or in a precarious situation when they create or take over the business, and it replaced the former women's initiative guarantee fund (Fonds de garantie à l'initiative des femmes, FGIF).
A bank guarantee is a third party's commitment to repay the bank part of its loss if the borrower defaults. The guarantee finances nothing by itself: the loan always comes from the bank. Its effect is to reduce the risk borne by the banker, which makes approval easier and removes the need for the founder's personal guarantee (caution personnelle).
According to Bpifrance Création, the guaranteed loan must finance investments or working capital needs, over a maximum term of 7 years (84 months), and the guarantee fee is a one-off 2.5% of the guaranteed amount. On a €40,000 loan guaranteed at 80%, the guaranteed amount is €32,000 and the fee comes to €800. How France Active guarantees work in general (Emploi, Égalité Accès, Égalité Territoires) is detailed in our article on the France Active guarantee for a founder's loan.
Our view. The Garantie Égalité Femmes is the most structuring scheme for an eligible founder, because it acts on the personal guarantee, in other words on the household's assets. At the firm, we advise requesting it before the bank meeting, through the local France Active association, rather than waiting for the bank to demand a personal guarantee.
Which honour loans are available to women entrepreneurs?#
Women entrepreneurs have access to the standard honour loans of Initiative France and Réseau Entreprendre, and to a dedicated programme, Wom'Energy, run by Réseau Entreprendre. An honour loan (prêt d'honneur) is an interest-free personal loan, with no collateral, granted to the founder, who then contributes it to the business to strengthen its equity.
According to economie.gouv.fr, the Wom'Energy programme was created to encourage women's entrepreneurship and supports women business leaders at every stage (creation, takeover, growth), with mentoring by an experienced business owner and an honour loan of €15,000 to €50,000. Réseau Entreprendre launched the programme in 2017; its implementation varies across regional associations.
The amounts, conditions and leverage of standard honour loans are analysed in our guide to Initiative France and Réseau Entreprendre honour loans in 2026. One point of coordination matters here: an honour loan and a Garantie Égalité Femmes can be combined, the first strengthening the founder's contribution, the second securing the bank loan.
Which networks support women entrepreneurs?#
The main support networks dedicated to women entrepreneurs in France in 2026 are Action'elles, Les Premières and Femmes Chefs d'Entreprises (FCE France), plus dedicated programmes within mixed networks such as Réseau Entreprendre. A support network is an organisation, often a non-profit, that provides training, mentoring and introductions, without replacing the lender.
- Action'elles: according to economie.gouv.fr, this network's mission is to give scale to projects led by women, through training, exchanges with the entrepreneurial community and business clubs.
- Les Premières: according to the same source, this network offers an incubation programme dedicated to women and mixed teams, from early stage to growth.
- FCE France (Femmes Chefs d'Entreprises): this cross-industry network, organised in departmental chapters, is better suited to established business owners.
At national level, the Ministry for Equality between Women and Men and Bpifrance renewed in September 2026, for the 2026-2028 period, the framework agreement in favour of women's entrepreneurship, in force since 2012. According to Bpifrance's press release, the new agreement makes post-launch support and business takeovers two priorities, and it is rolled out regionally through regional action plans for women's entrepreneurship (PAREF); charters were signed by BNP Paribas and the Caisses d'Épargne.
| Your situation | Recommended priority | Why |
|---|---|---|
| Jobseeker with a project that needs a bank loan | Garantie Égalité Femmes, then honour loan | The guarantee removes the personal guarantee, the honour loan strengthens the contribution |
| Project with job creation potential | Réseau Entreprendre (Wom'Energy) | Higher honour loan amount and peer mentoring |
| Micro-business with no credit need | ACRE, support network | Financing is not the bottleneck, structuring is |
| Established owner looking to grow | FCE France, Les Premières incubation | Peers, visibility, access to board roles |
| Business takeover project | France Active and Réseau Entreprendre | Priority of the 2026-2028 framework agreement |
How does maternity leave work for a self-employed founder?#
A founder registered as a self-employed worker (travailleuse indépendante) receives in 2026, according to ameli.fr, a flat-rate maternity rest allowance (allocation forfaitaire de repos maternel) equal to the monthly social security ceiling, i.e. €4,005 on 1 January 2026, and flat-rate daily allowances capped at €65.84 per day. These benefits apply to women under the self-employed scheme (micro-entrepreneur, majority manager of a SARL, sole trader), not to presidents of an SAS treated as employees (assimilées salariées).
According to ameli.fr, three conditions frame these rights:
- Proving 6 months of affiliation as a self-employed worker at the expected date of delivery.
- Stopping all professional activity for at least 8 weeks, including 6 after the birth.
- Accepting a reduced amount if average annual earnings over the last three years are below 10% of the average annual social security ceiling: the allowance then falls to €400.50 (threshold of €4,582 in 2026) and the daily allowances are sharply reduced or even nil: check your own situation on ameli.fr.
The flat-rate allowance is paid half at the start of the leave and half at the end of the minimum 8-week period. Since 1 July 2026, an additional birth leave (congé supplémentaire de naissance) of 1 or 2 months, for children born from 1 January 2026, is also open to self-employed women with 6 months of affiliation who interrupt their activity; according to ameli.fr, a self-employed woman's flat-rate daily allowance during this leave is €46.09 gross in the first month (70%) and €39.50 gross in the second (60%).
The underestimated risk. The 6-month affiliation condition applies at the time of delivery: a founder who registers her business during pregnancy may end up with no self-employed maternity benefits. The 10% ceiling threshold also penalises a micro-business with a slow start. Both points should be checked when choosing the creation date and the legal status, not afterwards.
For a spouse working in her partner's business, ameli.fr provides specific maternity benefits for collaborating spouses (conjointes collaboratrices); the choice between collaborating spouse, employee or partner status is covered in our article on the status of a collaborating spouse, employee or partner.
In what order should these schemes be used?#
A woman founder generally obtains the best terms by building her file in this order: quantified need, contribution and honour loan, guarantee, then the bank. A bank decides better when it receives a financing plan that is already consolidated.
- Quantify the total need: investments, working capital, start-up cash, including a reserve for a possible maternity period.
- Check eligibility for the Garantie Égalité Femmes (registration with France Travail, precarious situation) with the local France Active association.
- Apply for an honour loan (Initiative France, Réseau Entreprendre or Wom'Energy) to strengthen the contribution.
- Present the bank with a financing plan that mentions the guarantee and the honour loan obtained or in progress.
- Choose the legal and social status taking maternity rights into account, then register the business.
In practice. If you are an employee planning to start a business, your leaving date and your registration date determine your rights (ARCE, affiliation). Our article on securing a move into entrepreneurship details this timeline, and the one on running a micro-business alongside a company helps those starting a side activity.

- Simulation of maternity rights under the intended status (self-employed or treated as employee)

Frequently asked questions
What support is there for a woman starting a business in France?+
A woman founder can combine the aids open to everyone, such as ACRE, ARCE and honour loans, with schemes reserved for women: France Active's Garantie Égalité Femmes, Réseau Entreprendre's Wom'Energy programme and dedicated networks. The right order is to quantify the need, secure an honour loan and a guarantee, then approach the bank.
What is the Garantie Égalité Femmes?+
The Garantie Égalité Femmes is a France Active bank guarantee reserved for women creating or taking over a business who are jobseekers or in a precarious situation. It covers up to 80% of a loan of at most 7 years, up to €50,000 guaranteed, with no personal guarantee, for a one-off fee of 2.5% of the guaranteed amount.
Which networks support women entrepreneurs in France?+
The best-known dedicated networks are Action'elles, Les Premières, which offers incubation, and Femmes Chefs d'Entreprises, which is better suited to established business owners. Réseau Entreprendre, a mixed network, also runs a women's programme, Wom'Energy. The choice depends on the project's stage and main need: financing, method or visibility.
Is a micro-entrepreneur entitled to paid maternity leave?+
Yes. A micro-entrepreneur affiliated for at least 6 months at the expected delivery date receives the flat-rate maternity rest allowance and flat-rate daily allowances, provided she stops all activity for at least 8 weeks, including 6 after the birth. If her earnings are very low, below 10% of the ceiling, the amounts are sharply reduced.
Can the Garantie Égalité Femmes be combined with an honour loan?+
Yes, and it is often the most effective combination. The honour loan, personal and interest-free, strengthens the founder's contribution, while the guarantee secures the complementary bank loan. The bank then reviews a stronger financing plan, with reduced risk and no personal guarantee from the business owner.
Does the president of an SAS receive self-employed maternity benefits?+
No. A paid president of an SAS or SASU falls under the general scheme as an assimilée salariée: her maternity rights depend on her pay and the contributions paid, under the rules for employees. An unpaid president may have very limited rights, or none, which should be checked before choosing the status.
