A founder who brings a sound project to a French bank often receives the same agreement in principle, with one condition attached: a personal guarantee (caution personnelle) covering the whole loan. France Active steps in precisely at that point. This guide explains what the France Active guarantee actually changes for a founder, a business buyer or a social and solidarity economy organisation (économie sociale et solidaire, ESS), what it costs, and how it fits alongside an honour loan and a Bpifrance guarantee.

What is the France Active guarantee?#
The France Active guarantee is a commitment by France Active Garantie, the network's guarantee company, to repay the bank part of its loss if the borrowing business defaults. According to the Bpifrance Création page on France Active guarantees, it covers up to 80% of the amount borrowed, within a capped amount, and makes it possible to obtain a bank loan without a personal guarantee, or with a reduced one depending on the guarantee.
France Active is a non-profit network that describes itself as "the movement of committed entrepreneurs" (le mouvement des entrepreneurs engagés). It finances and supports founders who struggle to access bank credit, businesses with a social, territorial or environmental impact, and associations. According to the results published by France Active, the network supported 40,500 businesses in 2025 (up from 37,000 in 2024) and mobilised €465 million.
A guarantee is not a loan: the money always comes from the bank. France Active does not fund your needs in place of the banker; it reduces the risk the bank carries, which changes both its decision and the security it asks for.
How much does the France Active guarantee cover and what does it cost?#
According to Bpifrance Création, the France Active guarantee costs a fee of 2.5% of the guaranteed amount, and its coverage ratio depends on the guarantee used. The coverage ratio (quotité) is the share of the loan the guarantor commits to cover. According to the same source, the maximum coverage ratio is 65% for the Emploi and Égalité Accès guarantees, and 80% for the Égalité Femmes and Égalité Territoires guarantees, all capped at €50,000 of guaranteed amount.

Two points prevent misunderstandings. The 2.5% fee is calculated on the guaranteed amount, not the whole loan: on a €50,000 loan guaranteed at 80%, the guaranteed amount is €40,000 and the fee comes to €1,000. And France Active's own pages mention, depending on the programme, coverage "up to 65%" or "up to 80%": the ratio actually granted appears in the guarantee notification, not in a brochure.
How long does a France Active guarantee last?#
The term of a France Active guarantee generally follows that of the guaranteed loan, within the limits set for each guarantee. Maximum terms and eligible loan types (investment, working capital, purchase of shares) are not published in a uniform way in 2026: have them confirmed in writing by the regional association before signing the loan offer.
Who can benefit from France Active?#
According to Bpifrance Création, France Active is aimed at "committed entrepreneurs" seeking a positive social, territorial or environmental impact, and at entrepreneurs with limited access to bank financing. In practice, three profiles appear most often:
- Founders and buyers in a fragile situation: jobseekers, recipients of minimum social benefits, young people, people with disabilities. They are the target of the Emploi, Égalité Accès and Égalité Femmes guarantees.
- Projects located in a priority area: priority urban neighbourhoods (quartiers prioritaires de la politique de la ville, QPV) and rural areas. Since 1 July 2024, the "France ruralités revitalisation" zones (ZFRR) have replaced the former rural revitalisation zones (ZRR); these areas fall under the Égalité Territoires guarantee.
- ESS organisations: associations with employees, cooperatives (SCOP, SCIC), social enterprises. France Active offers them participating loans (prêts participatifs) or associative contributions (apports associatifs), in amounts that depend on the project.
On the business side, the counter-guarantee Bpifrance grants to France Active Garantie targets SMEs as defined by EU law, registered in France, with annual turnover not exceeding €50 million or a balance sheet total not exceeding €43 million. A project outside these criteria does not fall within this channel.
Our view. France Active is not reserved for strictly social projects. A local shop taken over by a woman who is a jobseeker, a craftsperson setting up in a ZFRR or a service cooperative all fit within its scope. By contrast, a consulting company set up by a salaried executive with no link to these criteria will more naturally fall under a standard Bpifrance guarantee.
Does France Active replace the personal guarantee?#
The France Active guarantee limits or removes the director's personal guarantee, but it does not automatically replace it on the whole loan. For the Garantie Égalité Femmes, Bpifrance Création states that personal guarantees are excluded. For other guarantees, the personal guarantee may be limited to a fraction of the loan: the guarantee notification and the loan offer are what count.
A personal guarantee is the commitment by which the director agrees to pay, from private assets, the company's debt if it fails to repay. The underestimated risk. The guarantee protects the bank, not the director. If the personal guarantee is excluded, your private assets are protected; if it is only limited, you remain liable for the uncovered share. And a business failure is still a failure for the founder: the guarantee removes neither the company's debt to the bank on the unguaranteed share nor its other creditors.
What loans and financing does France Active offer?#
In addition to its guarantees, France Active offers grants (primes), interest-free personal loans (prêts à titre gratuit), participating loans at accessible rates, associative contribution contracts, equity investments and honour loans, according to the list published on its website. These tools are grouped in the "Pacte" programme, which has a creation strand and a development strand depending on the project's stage.
An interest-free personal loan is a loan with no interest granted to the founder personally, who then contributes it to the business to strengthen its equity. A participating loan is a long-term loan, repaid after other creditors if difficulties arise, which banks often treat as quasi-equity. An associative contribution contract is a transfer of funds to an association, with a right of recovery, which plays a comparable role for an organisation that has no share capital.
The grants advertised by France Active (notably for young founders) vary by campaign and territory. No amount is used here as a national reference for 2026: ask the regional association for the scale in force when you apply.
How do France Active, honour loans and the Bpifrance guarantee fit together?#
France Active, the honour loan and the Bpifrance guarantee play three distinct roles in a start-up financing plan: the honour loan strengthens the founder's contribution, the bank loan funds most of the need, and the guarantee (France Active or Bpifrance) covers part of the bank's risk. Bpifrance also acts as counter-guarantor to France Active Garantie; the Bpifrance page for this counter-guarantee rules out combining it with another Bpifrance guarantee on the same credit facility, so for a given loan it is one or the other.

In practice. At the firm, we advise not waiting for the bank's refusal before contacting France Active. The right order is often: forecast finalised, meeting with the regional association, then submission to the bank with the guarantee already approved or under review. The banker then sees a file whose risk is shared from the outset.
How do you obtain a France Active guarantee?#
The France Active guarantee is requested from the France Active association in your region, which prepares the file with you and presents it to a commitment committee. The bank remains free to grant the loan or not. The typical process runs as follows:
- Check eligibility: the director's profile, location, nature of the project (creation, takeover, development, ESS).
- Build the financing plan: needs, personal contribution, any honour loan, target bank loan. A coherent business plan and financial forecast conditions everything that follows.
- Meet the regional association: financial diagnosis, choice of guarantee and of any loans or grants.
- Go before the committee: the association decides on its commitment, then issues the guarantee notification.
- Submit or finalise the loan application: the bank includes the guarantee in its offer. The acceptance criteria for a business bank loan remain the bank's own.
- Follow the support programme: France Active offers follow-up after financing; in 2025, 11,446 entrepreneurs attended training or a collective session, according to the network's results.

Points to watch#
The France Active guarantee is not instant: the committee stage adds time that must be built into the timetable, especially for a takeover with a fixed completion date. Lead times vary between regional associations and are not published nationally.
The €50,000 cap on the guaranteed amount corresponds to a loan of about €62,500 at an 80% ratio (Égalité Femmes, Égalité Territoires), and about €77,000 at a 65% ratio (Emploi, Égalité Accès). Beyond that, the unguaranteed share grows and the bank may come back to a personal guarantee or another guarantee: this is often the moment to compare with Bpifrance guarantees and their 40 to 70% coverage.
Finally, the figures published by the network (81% of supported businesses still active five years on, against 69% nationally according to INSEE, as reported by France Active) describe a selected and supported population: they are not a promise for any given project.
