Updated March 30, 2026 - The BTP card is a mandatory identification document for any employee working on a building or public works site. In 2026, the lack of a card exposes the employer to an administrative fine of 2,000 euros per employee concerned, capped at 15,000 euros, as well as to criminal sanctions in the event of repeat offenses.
In summary: the BTP card is compulsory for employees working on construction sites, public works or related activities. The request is made online at cartebtp.fr before the start of the mission. The employer must provide provisional proof immediately and the final card within 15 days. Any inspection on site may result in heavy financial penalties.
What is the BTP card and why was it created?#
The BTP card is a professional identification card issued by the Carte BTP Economic Interest Group (GIE), created at the initiative of professional organizations in the sector. Its main objective is to fight against hidden work and unfair competition on construction sites.
It allows control agents (labor inspectors, Urssaf agents, Direccte agents) to instantly verify the regularity of the situation of an employee present on a construction site. The card contains essential information: identity of the employee, name of the employer, SIRET number, sector of activity and validity date.
The system has been strengthened over the years to cover an increasingly wide scope of companies and employees. In 2026, the BTP card will become a must for any company operating in the construction sector.

Employers concerned: which companies must apply for the BTP card?#
**The BTP card requirement applies to all companies whose main or secondary activity falls within the construction and public works sectors. The list of activities concerned is defined by decree and covers a wide range of professions.
The sectors of activity necessarily concerned#
**Companies carrying out the following activities are systematically subject to the BTP card obligation:
- Construction and renovation of buildings: masonry, framework, roofing, waterproofing, insulation, exterior carpentry;
- Public works: earthworks, roads, various networks (VRD), sanitation, civil engineering;
- Technical installations: electricity, plumbing, heating, air conditioning, ventilation;
- Finishing work: painting, floor and wall covering, tiling, plastering, glazing;
- Demolition and deconstruction: demolition of structures, asbestos removal, evacuation of construction waste;
- Related activities: rental of equipment with operator, cleaning of construction sites, security of construction sites.
Companies not concerned#
Certain companies are exempt from the obligation, in particular:
- construction materials manufacturing companies not working on site;
- technical design offices whose activity is limited to design;
- administrative or commercial services attached to a construction company but not physically involved on construction sites.
The distinction is based on the actual activity carried out on the site, and not on the company's APE code alone. A company whose APE code does not belong to the construction sector may nevertheless be concerned if it regularly carries out construction or renovation work.
Salaries concerned: who must carry the BTP card on the construction site?#
The obligation to hold the BTP card applies to any employee who carries out, directs or organizes work on a building or public works site, whatever their qualification or contractual status.
Catégories of employees concerned#
Are concerned without distinction:
- the workers and companions carrying out the work in the field;
- the team leaders and site managers supervising the teams;
- the works managers supervising the execution of the contracts;
- apprentices and work-study employees from their presence on site;
- temporary workers made available to a construction company;
- salaried corporate officers physically intervening on construction sites.
Special cases#
Detached employees (workers seconded by a foreign company) are also subject to the BTP card obligation. The user company or the company which welcomes them to the site must ensure the regularity of their situation.
On the other hand, independent workers (artisans, self-employed) are not affected by the salaried BTP card, since they are not bound by an employment contract. They are subject to other identification obligations on site.
The procedure for applying for a BTP card in 2026#
The request for a BTP card is made exclusively online via the official portal cartebtp.fr. The procedure is free for the employer and must be carried out before the employee takes up his position on the site.
The stages of the request#
- Creation of the employer account: the company creates an account on the portal with its SIRET number and legal information;
- Employee déclaration: the employer provides the complete identity of the employee, their date of hire, their position and the sector of activity concerned;
- Transmission of supporting documents: employment contract, employee identity document, Urssaf vigilance certificate;
- Obtaining provisional proof: immediately after the online déclaration, the employer can download and print provisional proof of BTP card application;
- Receipt of the final card: the physical card is sent to the company within an average time of 15 calendar days.
The provisional supporting document: an essential document#
The provisional proof of BTP card application is authentic throughout the duration of the file examination. It must be kept on site and presented in the event of an inspection. Its validity is linked to the date of the online déclaration.
Hayot Expertise advice: never let an employee access a work site without at least the printed provisional proof. It is this document which proves your good faith in the event of an unexpected inspection.
Sanctions: what are the risks in the event of a BTP card default?#
The system of sanctions associated with the lack of a BTP card is particularly dissuasive. It combines administrative and criminal sanctions, with amounts that can quickly increase the bill for a negligent company.
Administrative fine#
In the event of absence of a BTP card during an inspection, the enforcement officer draws up a report which gives rise to an administrative fine of:
- 2,000 euros per employee card default;
- Ceiling of 15,000 euros per company and per control;
- Increase in the event of a repeat offense within two years.
The fine is notified to the employer by registered mail with acknowledgment of receipt. He has 45 days to file an appeal before the administrative court.
Criminal sanctions#
In the event of a repeat offense within two years, the penalties increase significantly:
- criminal fine of up to 45,000 euros;
- penalty of imprisonment of up to 3 years for managers in the event of illegal work;
- administrative closure of the site for a maximum period of 3 months.
Responsibility of the principal#
The project owner or the client may also be held responsible if he has allowed a company to intervene on his site whose employees are not in compliance with the BTP card. This obligation of vigilance is provided for by the Labor Code and may give rise to the joint and several liability of the principal for fines incurred by subcontractors.
Common mistakes to avoid#
Several errors recur regularly during on-site inspections:
- Forget temporary workers: temporary employees are just as concerned as permanent employees. The temporary employment company and the user company share responsibility;
- Confusing BTP card and company badge: an internal badge does not in any way replace the official BTP card issued by the GIE;
- Wait for receipt of the physical card: the provisional proof is sufficient to start working. This must be requested before taking up the position;
- Neglect seconded employees: workers seconded by a foreign company must also have a BTP card;
- Forgetting to update the information: any change in situation (transfer, end of contract, change of assignment) must be declared within 8 days.
BTP card and administrative management: our recommendations#
The management of BTP cards should not be treated as an incidental formality. It is part of a global approach to social compliance and risk management.
Implement rigorous monitoring#
We recommend our customers to:
- Centralize the management of requests in a dedicated tool or a monitoring table;
- Anticipate requests for hiring or assigning an employee to a construction site;
- Regularly check the validity of existing cards and anticipate renewals;
- Train site managers on the obligation to control the presence of maps on the ground;
- Keep the supporting documents in the administrative file of each employee.
Integrate the BTP card into your HR processes#
The BTP card must be taken into account from the recruitment phase. The ideal process includes the card application as a mandatory step in onboarding, in the same way as the déclaration prior to employment or affiliation to occupational health.
Hayot Expertise Advice: on these subjects, the error does not always come from ignorance of the rule, but from a fault in the process between HR, payroll and the field. A simple integration checklist can be enough to eliminate 90% of risks.
Conclusion#
The BTP card must be managed as a matter of operational compliance, not as a simple documentary formality. When the company knows who is affected, when to act and what supporting documents to keep, it significantly reduces its risk of non-compliance. In 2026, controls will increase on construction sites and the sanctions will be truly dissuasive.
Our advice: integrate the BTP card application into your standard hiring and site assignment process. A simple administrative reflex can save you from serious fines.

Frequently asked questions
