Quick answer. In 2026, Shopify wins for most French DTCs under EUR1.5M revenue with a 3-year TCO 18 to 30% lower, native OSS VAT handling and an official Pennylane connector. WooCommerce remains relevant for complex B2B catalogue sites or organisations with in-house tech teams. France's 1 September 2026 e-invoicing requirement does not hinge on the CMS but on the Plateforme Agréée (PA) registered by the DGFiP that connects to it.
2026 context: why the CMS choice matters more than before#
Three factors converge in 2026 to make the Shopify vs WooCommerce decision more structural than five years ago.
First factor: France's e-invoicing mandate enters into force on 1 September 2026. From that date, all French businesses must be able to receive electronic invoices via a Plateforme Agréée (PA) registered by the DGFiP, and large enterprises and mid-caps must issue all invoices electronically. SMEs benefit from a sunset until 1 September 2027 for issuance, but B2C e-reporting must already be production-ready.
Second factor: the stabilised application of the EUR10,000 EU B2C distance-sales threshold set by article 259 D of the French Tax Code. Above it, you charge VAT in the country of consumption and report via the One Stop Shop (OSS). The BOFiP guidance (BOI-TVA-CHAMP-20-20-30) frames the application precisely, and the French tax authority has tightened controls on non-compliant e-commerce sellers since 2024.
Third factor: the maturity of e-commerce-native accounting stacks (Pennylane, Sqalie, A2X), which has made manual order re-entry obsolete and reshuffled the total cost calculation. At Hayot Expertise, we onboarded 50+ stores in 2025, and the cost of stack deployment often weighs more in the decision than the headline CMS subscription.
Our 5-criteria decision matrix — real costs, OSS VAT, Pennylane connector, e-reporting, scalability — captures these shifts that mainstream comparisons usually overlook.
What is the real 3-year TCO of Shopify and WooCommerce?#
The headline subscription price remains misleading. A realistic TCO must integrate transaction fees, premium extensions, hosting, security, custom development and maintenance.
Official Shopify France 2026 pricing (annual billing, source shopify.com/fr/pricing):
| Shopify plan | Monthly price (annual) | Transaction fees Shopify Payments | 3rd-party gateway surcharge |
|---|---|---|---|
| Basic | EUR25 / month | 1.5% + EUR0.25 EU | +2% |
| Grow | EUR66 / month | 1.3% + EUR0.25 EU | +1% |
| Advanced | EUR289 / month | 1.1% + EUR0.25 EU | +0.6% |
| Plus (enterprise) | from EUR2,100 / month (3-year commit) | from 1% + EUR0.25 | negotiated |
Realistic annual TCO comparison for an e-commerce seller at EUR50,000 revenue:
| Typical annual cost | Shopify Basic | Self-hosted WooCommerce |
|---|---|---|
| Platform subscription | EUR300 (Basic annual) | EUR0 (open source) |
| Managed hosting / CDN | included | EUR600 to EUR2,400 |
| Transaction fees Shopify Payments | included in subscription | n/a (handled by Stripe or other) |
| Premium extensions (VAT OSS, security, perf) | partly included | EUR800 to EUR2,500 |
| Freelance / agency developer | rare under EUR1M | EUR3,000 to EUR15,000 |
| Maintenance, updates, backups | included | EUR1,200 to EUR3,600 |
| Average yearly total | EUR800 to EUR1,200 | EUR5,600 to EUR23,900 |
Over 3 years at equal volume, Shopify is 18-30% cheaper on full-cost TCO for most French DTCs. Above EUR1.5M revenue with a salaried in-house tech team, WooCommerce becomes competitive again because dev and maintenance costs dilute.
Our e-commerce accounting article details the bookkeeping cost grid for each CMS.
OSS and IOSS VAT: who really handles what?#
Since the EUR10,000 EU B2C distance-sales threshold (article 259 D French Tax Code, BOFiP guidance BOI-TVA-CHAMP-20-20-30), you must declare VAT in the country of consumption via the OSS portal. Without a proper CMS setup, your CA3 French VAT return and your OSS return both become wrong as soon as you cross the threshold.
Shopify Tax (native): applied on activation, calculates automatic VAT per EU country, monitors the OSS threshold, supports the IOSS regime for imports under EUR150 from non-EU origin. Initial setup requires two hours of expert validation.
WooCommerce: no native handling. You must pick between:
- WooCommerce Tax (free, IP geolocation, but limited to main rates);
- a premium extension like EU VAT Compliance Assistant (from EUR99 per year);
- an Avalara, Quaderno or TaxJar connector (from EUR1,200 per year) for fine-grained OSS/IOSS handling.
Full setup: 1 to 2 days of country-by-country configuration and testing.
The most frequent error we fix in mission is the missed switchover at the EUR10,000 threshold, which generates retroactive VAT debt with late interest at 0.20% per month (article 1727 French Tax Code). Recently, a cosmetics brand approached us after an undetected breach lasting 18 months on WooCommerce: the catch-up cost EUR14,000 of VAT, EUR1,700 of late interest and 6 months of retroactive OSS procedure. On Shopify, the built-in alert would have triggered the switchover on time.
Our 2026 OSS-IOSS VAT guide frames the full method, and our 2026 IOSS e-commerce obligations article digs deeper into the IOSS regime.
Which Pennylane connector should you pick to reconcile your store?#
Samuel Hayot, Power User and certified Pennylane trainer, has deployed the stack on dozens of Shopify and WooCommerce stores since 2022.
- Shopify to Pennylane: official native connector maintained by Pennylane. Ingests orders, refunds, Shopify Payments fees and Stripe BalanceTransactions in near real time. Setup in 30 minutes from our side, no development required.
- WooCommerce to Pennylane: no official native connector as of May 2026. Cabinet Hayot Expertise deploys a custom n8n workflow bridging WooCommerce REST API to the Pennylane API (orders, refunds, Stripe fees via webhooks). Setup of 2 to 3 weeks depending on product catalogue complexity and number of PSPs.
In both cases, the end result is identical: zero double entry, dedicated 512x accounts per PSP (Stripe, PayPal, Klarna, Shopify Payments), 627 sub-accounts per fee type (commission, FX, dispute), automated bank/PSP reconciliation. Only deployment time and cost differ.
For deeper accounting architecture, our Shopify, Prestashop and Stripe reconciliation method with Pennylane walks through the full procedure.
2026 B2C e-reporting and Plateformes Agréées: real compatibility#
From 1 September 2026, all French businesses are required to receive e-invoices via a Plateforme Agréée (PA). On the same date, large enterprises and mid-caps must issue all invoices electronically, while SMEs benefit from a sunset until 1 September 2027. In parallel, B2C sales of all businesses must be reported to the French tax authority via e-reporting.
Neither Shopify nor WooCommerce are Plateformes Agréées (PA) — official DGFiP terminology since July 2025 replacing the former "PDP" (Partner Dematerialisation Platform). Compliance must flow through your PA-certified accounting software, registered by the DGFiP Registration Service. Pennylane appears on the official list of registered platforms published by the administration.
The operational sequence we set up:
- CMS (Shopify or WooCommerce) collects B2C sales with correct VAT split.
- Connector (native Shopify or n8n WooCommerce) pushes data to Pennylane.
- Pennylane consolidates, controls VAT consistency and transmits to the administration in e-reporting format (expected pace: 10-day cycle for B2C flows).
Shopify advantage: native extraction via Pennylane connector, e-reporting setup in less than one hour. WooCommerce advantage: n8n workflow flexibility for atypical cases (mixed B2B with native Pennylane invoicing, pre-orders, recurring subscriptions via Stripe Billing).
Our e-invoicing 2026 support service covers full compliance set-up tailored to your stack.
Scalability above 10,000 orders per month#
At this volume, the CMS becomes a potential bottleneck and the choice locks in several years of technical roadmap.
- Shopify Plus: built for scale, natively supports multi-currency via Markets Pro, multi-store, custom checkout scripts, headless commerce via Hydrogen. From EUR2,100 per month with 3-year commit (source shopify.com/fr/pricing). Native Pan-European FBA integration via A2X or Sellercloud connectors.
- WooCommerce: virtually infinite performance with dedicated managed hosting (Kinsta, WP Engine, Pressable), but requires an in-house DevOps team or a contracted infrastructure provider. Black Friday peak crash risk is real if server tuning has not been battle-tested over three consecutive Black Fridays.
In 80% of the DNVB scale-up cases we support, Shopify Plus remains the recommended choice above EUR1.5M GMV annual. Beyond EUR5M, the advantage becomes systematic except for a niche B2B wholesale case requiring deep customisation.
Our dedicated sector page Accountant for DNVB and e-commerce startups details our approach for hyper-growth structures.
Cabinet Hayot Expertise decision matrix by SME profile#
Synthesis of our recommendation by typology of French e-commerce SME in 2026:
| French e-commerce SME profile | Recommended CMS | Complementary stack |
|---|---|---|
| Pure DTC (fashion, beauty, food < EUR500k revenue) | Shopify Basic | Pennylane + Stripe |
| DTC + multi-channel (Amazon, brick-and-mortar) | Shopify Advanced | Pennylane + A2X + NF525 POS |
| Ambitious DNVB (scale > EUR1.5M GMV) | Shopify Plus | Pennylane + Markets Pro + Hydrogen |
| SEO catalogue site (catalogue > 10,000 SKUs, editorial content) | WooCommerce | WordPress + Yoast + Pennylane via n8n |
| B2B wholesale (quotes, negotiated prices, customer accounts) | Shopify B2B or Magento | Pennylane + business ERP (Odoo, Sage) |
| Print-on-demand dropshipping | Shopify Basic | Printful/Printify + n8n workflow |
| Hybrid retail + online | Shopify Plus + POS | Pennylane + NF525 POS + unified stock |
Our expert angle: do not reason on the CMS in isolation, reason on the full stack CMS + PSP + accounting software + PA + distribution channels. A Shopify Basic store poorly connected to Pennylane costs more than a well-architected WooCommerce store — the value sits in end-to-end integration.
Special cases#
Switching from Shopify Basic to Shopify Plus: triggered above EUR1M GMV or as soon as you need checkout scripts, multi-store or Markets Pro. Intra-Shopify migration is technically simple (data, theme and apps preserved) but the 3-year commitment at EUR2,100 per month requires a break-even modelled upstream by your accountant.
WooCommerce + WordPress monolithic: if you process more than 5,000 orders per month on WooCommerce, managed hosting (Kinsta, WP Engine) becomes mandatory. Shared hosting on OVH or Hostinger cannot sustain Black Friday peaks and exposes the business to massive chargeback risk.
Shopify B2B vs WooCommerce B2B: Shopify B2B (bundled with Shopify Plus) has strongly progressed in 2024-2025 and now covers 80% of classic B2B needs (catalogue per customer, negotiated prices, online quotes). WooCommerce remains relevant only if you need very specific ERP integration or an out-of-norms product catalogue.
Multi-marketplaces: to sell on Amazon alongside your store, see our guide selling on Amazon France: VAT, margin and FBA. The main CMS remains Shopify or WooCommerce; Amazon is added as a secondary channel via A2X.
Pitfalls and common mistakes#
Five recurring pitfalls we encounter in mission:
- Ignoring real TCO and basing the decision only on the headline subscription price. Shopify apps (Klaviyo, Loop Returns, ReConvert) can add EUR200 to EUR500 per month; WooCommerce premium extensions are similar.
- Confusing Shopify Payments transaction fees with PSP fees: Shopify Payments bundles PSP fees, but using a third-party gateway (direct Stripe) triggers a Shopify surcharge from 2% (Basic) to 0.6% (Advanced) on top of Stripe fees.
- Forgetting OSS VAT compliance at the EUR10,000 EU sales threshold, especially on WooCommerce where the threshold is not monitored automatically.
- Underestimating WooCommerce maintenance cost: security, WordPress updates, plugins and backups represent at least EUR1,200 to EUR3,600 per year of external provider fees.
- Confusing PA and CMS: no e-commerce CMS qualifies as PA in 2026. E-invoicing compliance flows through your certified accounting software (Pennylane, Sage, Cegid).
Our accountant's analysis#
The Shopify vs WooCommerce debate is often caricatured online. The reality we observe in mission is more nuanced: the right CMS is the one that best plugs into your target accounting and tax stack, not the one with the lowest headline subscription.
For a French DTC launching its brand, Shopify Basic or Grow with Shopify Payments and the native Pennylane connector offers the best simplicity-to-compliance ratio. The plug-and-play promise holds: native OSS VAT, fluid e-reporting via Pennylane, scalability up to EUR1.5M revenue without technical replatforming. The EUR25-EUR66 monthly subscription is largely offset by the absence of an external technical provider.
For a French SME with an SEO catalogue site, a large editorial blog or very specific B2B needs, WooCommerce keeps a clear edge thanks to the WordPress ecosystem and full code ownership. The trade-off is a heavier initial investment (EUR3,000-EUR15,000 of dev + EUR1,200-EUR3,600 annual maintenance), justified only when the business model demands it.
The real differentiator in 2026 is no longer the CMS itself, it is the quality of the CMS to PSP to Pennylane to e-reporting pipeline. Cabinet Hayot Expertise audits this pipeline in 30 days and identifies breakages that cost on average EUR5,000 to EUR20,000 per year in VAT errors, unoptimised PSP fees or manual accounting re-entry. Our e-commerce sector page and our marketplaces accountant page detail our methodology.
Hayot Expertise advice. Before signing a quote for a rebuild or a new launch, ask your CMS provider for a 3-year TCO covering subscription, apps/extensions, hosting, maintenance, custom dev and estimated PSP fees. Compare that TCO against the cost of an integrated Shopify + Pennylane stack. In 8 cases out of 10, Shopify wins — but the devil sits in the remaining 2, where WooCommerce deserves a closer look. We formalise this comparison in a free scoping for new clients.
Key takeaways#
- Shopify wins on 3-year TCO for 80% of French DTCs under EUR1.5M revenue thanks to native integration (VAT, Pennylane, scale).
- WooCommerce remains relevant for SEO catalogue sites, technical B2B or organisations with in-house tech teams.
- The EUR10,000 EU B2C threshold (article 259 D French Tax Code) triggers the OSS obligation, handled natively on Shopify, manual on WooCommerce.
- The 2026 e-invoicing mandate does not hinge on the CMS but on the connected Plateforme Agréée (PA) — Pennylane is registered.
- The native Pennylane Shopify connector deploys in 30 minutes; on WooCommerce, plan 2 to 3 weeks via custom n8n workflow.
- Shopify Plus (from EUR2,100 per month, 3-year commit) becomes relevant above EUR1M GMV or for multi-store / multi-currency setups.

Frequently asked questions
